I like it rather ironic where my laptop is more capable to run Fallout 4 than my desktop, I mean it does cost almost double and it is bought 4 years later(Moore's law). The only downside is the screen's quality is rather poor compared to my desktop's and most other laptops.

Potentially GPU or PSU is on the way out (or if your power draw becomes to intense - my PSU is barely capable of sustaining my GPU atm so if I try to overclock it I get massive instability). Could also be caused by overheating - is your cooling adequate?
Faulty RAM can also be responsible for that kind of thing. In general, erratic errors with no rhyme or reason are typically linked to hardware issues, especially when it causes things like stuttering, graphical glitches, freezing and so on.
I don't do overclocking and this computer came pre-built. I have had a few strange issues, but really though, I've only had this damn thing for a year (not even a full one) yet this nonsense is happening. ARGH! Cooling seems fine, I wasn't even doing anything that would cause any significant heat increase at the time.

BACKUP HARD DISK IMMEDIATELY!
Slowdown like happens when the disk is crippled.
Seriously? I just got this thing less than a year ago and the hard drive could be failing?!
Luckily, I have an almost exact copy of everything on my system sans Windows 8.1 on my trusty 7+ year old Laptop which has had less problems and still seems to be going strong, so if anything goes wrong at worst I'll have to reinstall a few games and may lose a week's worth of bookmark changes.
I ran multiple disk error or corruption tests, and none came up with anything... Odd.
Eh, maybe I'll head up to the local small computer shop and ask around.

Planet is on a weak section of spacetime allowing the portals to exist only there and in a few other rare locations.
A long time ago, when the portal tech was still being tested they accidentally opened up a portal into the core of a star, frying much of the planet's surface, but they've been working to fix it.
