Because in real life science, "you are not allowed to use a textbook" is something nobody has said ever, those famous scientists they don't have all those books memorised either, they refer to them. If you're unsure, you double check it. Teaching potential scientists to "not check their references, just memorise it all and get it close enough", is exactly what you SHOULDN'T do. In real life you have more than 3 hours to work through pieces of reading and answer questions about them, 2 response paragraphs, and 2 300+ word, well thought out essays.
