The neighbors are other sites on the server.
Hosting for a site is included in the package, we just haven't anything to put there.

So right now the site is at http://avalinexus.seraphimlabs.com and will display an error when viewed, but if you go to http://avalinexus.seraphimlabs.com/forum you are brought here to the forum.

Addding a site is a piece of cake once people with the capability to do so feel up to the task.

Signature and Avatar limits can be adjusted quite easily. The default is indeed rather restrctive.

Also the forum logo can be customized, simply edit the image and upload the new one to the server again.

Pretty much, you guys have complete control of how things are going to be done and just need to get together to decide what you want then get people to do them.
