The question here is whether that would be considered a success or a failure.

Like, you go to the west side of town and it's trailers and it's rundown tenements and mini trailer parks everywhere and then on the east side it's all these factories clogging the air with oddly colored smoke and in between it all there are big and fairly nice apartment complexes and massive luxury hotels.

It's also the first of my cities to not run at a deficit.

well there are a lot of people (see: sticks in the mud) who refused to take part in the nexus at all due to it, but there were also still more people who were a part of it.
