Okay now I'm lost. I don't actually know a lot about webpage design, I just tend to be good with code.
Bootstrap is a bunch of free responsive web elements (like buttons and navbars and stuff) hosted on a CDN. It means instead of putting all the source for that on the website you're just grabbing it from the CDN which makes the website lighter and more responsive.
I was saying maybe the rich editor is an element like that, which would mean it might be difficult to modify the source of it (to say, add new colours to the colour picker). I honestly have no idea though.

if you press "reply" it opens up the full editor instantly, the reason it asks for confirmation on "quote" is so you can quote multiple posts.

The only option for that is "okay either show the option to multiquote or don't". there isn't an inbetween.
