The gravitational flux of a black hole would completely kill the ring station idea because the tidal forces would destroy it.
Not only that, but it would also almost certainly destroy any planetary system to be near it because of the same tidal forces, and the lack of a light emission would prevent life as we know it from becoming established.
So no, lets not on the black hole.
Although, the nearest object outside their solar system could be a black hole. Then it would be far enough away to not destroy everything, but still visible in that a significant patch of the night sky would be devoid of stars and the like. We've already established that these people never really bothered to explore space beyond their own solar system, so while they would be aware of what it is it would not present a threat to them. In fact it might even be part of why they didn't bother to explore, they saw that big black patch and just assumed there was nothing there worth trying to get to.
