The actual level grind is pathetic, it's like a week of mostly single player adventures to hit 50, two for 60. The story is all suitably and enjoyably cheesey, very star trek esque. The economy is decent, a bit convoluted at times but generally merciful to both free players and subscribers. As a shooter veteran - not many shooters actually have any considerable degree of inaccuracy - chances are it's almost certainly you, not RNG. It's almost all recoil. Typically aim spread/bloom only exists as a mechanism to dissuade poor fire control (guns start perfectly accurate but the bloom or cone of fire spreads with sustained fire) or as a general balancing mechanism (shotguns have a cone of fire to make them inconsistent outside of close range when the target is in the entire cone of fire. Snipers have huge bloom when hip firing to stop perfectly accurate shooting without the need to scope.
