It's more like the United States, in that they're a vast amount of minor races who joined together to have equal power to the major races.
Don't expect to see them on a "official" map though, or even be recognized. They even have trouble with Spacers and Corporations, who don't recognize their claim to their planets and have hijacked them before.

About 120 minor races. I would give a list if I had 120 minor races. There's quite a lot of races there because they share the planets rather than waste space having their own for each species. Even then, they only have 1/3 of all known minor races among them, despite the ease of becoming an official member. This is because the 2/3 would rather go unnoticed in the politics of the galaxy, which includes the Kineptics.
One confirmed UW minor race is the shark people Surge thought up. I forgot their name.

While regional dialects exist, they have a common tongue which has been described by other species as a jumble of sounds and syllables, and is notoriously difficult to learn. Art is very important to many clans, sometimes even more so than advancements in science.

Some clans still refuse to accept any new technology and insist on catching up on their own, or not at all, while others have fully embraced the convieniences of the new advancements.

I hadn't read it at first. Now, I'm not entirely sure what they are supposed to be... They seem a bit reptilian from the way you described them.
Their features don't really fit into any one category, but some people would probably call them vaguely reptilian or insectoid by looking at them.

Race: Shiiah
On the Shiiah: Race of scavengers, pirates, and misfits. Finally decided to work on them after creating them about ten years ago with the "pariahns". A race I won't be even bringing up again.
General Biology:
As a general rule the shiians are relatively short. Averaging about only 3-5 feet in height (Although they can be as short as 2 and a half all the way to 6 feet in height, it's extremely rare to be of that height.) With a form slightly akin to human children as far as head to body proportions, their ears are indented, the outer ear only slightly raised in a tighter pointed shape to catch sound without forcing wind from things like sand or dust storms to assail such a sensitive part of their body. A second set of prehensile arms with an additional bone segment that allows them larger free range than the shiiah's primary set of arms, although they are more fragile, and not quite as strong, two three segmented fingers with a three segmented thumb on secondary set of arms. Primary set of arms, three; four segmented fingers, a 3 segmented thumb. secondary arms are usually used to carry things in the absence of enough pockets, or to carry hidden tools/weapons, as well as often outsmart others with their increased function of co-ordination. A small 10 degree curved claw sits at the tip of each and every finger on both sets of arms, these remain sharp and grow only as they are worn from use. Primary arms are webbed half way between the fingers but not their thumbs. Legs are inverted at their first knee, with a second extending into three extended toes with spines at the tips, though this is technically their ankle. Their toes have slightly increased range of movement laterally, allowing them to fan out with their thick webbing when they need to move across softer ground like their home-world's dunes. Most shiiah are often found standing on only the tips of their toes when standing on harder ground, which makes them seem slightly taller than they actually are as well as removing the risk of damaging their ankles with repeated smashing against such solid grounds. Instead using their multi segmented toes as a spring-board to move themselves without applying too much pressure. Their slightly larger heads (read, "a form slightly akin to human children") Are counter balanced by a tapered many segmented spinal based tail that usually keeps them with their backs arched, and renders them unable to sit in regular chairs and seats. Their tail ends in either a balled prong, simply tapers off to a single sharp spine of hard keratin, or ends in a large bundle of spindly sharp fronds. It's almost never used as a weapon due to the pain such shock of impact causes. Their skin is of a dull or sun bathed red tint naturally, with markings of black, grey, or red, different to each individual. Although with the recessive trait of reversed colors, allowing black, grey, or pallid white shiiah with red markings. Skin is thin, and although usually very dry, pliable, like it's made of a mesh, closer to canvas than leather or actual skin. They don't bleed horribly when cut, not that such a thing can't be dangerous. Though all Shiaah share blood red hair, hair density and thickness as well as coarseness may vary between individuals. Most common eye colors are Orange and Yellow, with diverging colors of purple and teal being recessive. Being originally one of the major predators on their world (and later the the biggest predator on their home-world), they are carnivorous, with two thin sets of layered razored teeth designed to strip meat from bones rapidly while being unable to crush bones. Top and bottom jaws both have two layers of teeth, top half overlap bottom with inner set on top sitting locked between bottom sets. Flat teeth allow easy cleaning of caught food with little danger. Audial "voice" is produced by parroting rather than vocal chords, making speech somewhat harder to learn despite increased co-ordination over other races. No squawking involved. Reproduce in sexual "standard" manor, male to female.
Outlook:
Shiiah tend to be by some extent, loners among other races due to having trouble seeing them as worth much of anything. Making any relationships often strained at best as they'd rather take advantage of others than have friends, although it's not impossible. Always be aware that the shiiah are very selfish in most cases, only doing most anything for personal benefit. Although they will in fact pay back what they owe usually, as not doing so is usually far less beneficial. It's not always in the way you would want it either. Although some find friendship to be more beneficial than enemies, and will thus gladly work to make friendships. Though still, again, for their benefit, not that of others. Though in the end it requires them to be of benefit to their friends to recieve any benefit themselves. Thus allowing the standard trade of friends. Many steal, pirate, pillage, and so on for simple profiteering. Due to their small form and capability of easily forcing others to mistake them for mere children, many will engage in the business of information rather than actual physical goods as well. There are few laws (if any at all) a shiiah will hold themselves to if it does not first and for most benefit them. They will study laws and rules only to find loopholes everywhere they can. In the end, All of this stems from the literal love of freedom and nothing else. Being stuck in a cage, or forced to confine themselves to what others believe is "Right" and "just" breaks them. To them stealing, and stealing back is a literal normal thing, no violence included, between members of the race. The best burglar, swindler, pirate, always has the most wealth, the most respect. The worst... Well. They might just have friends I guess. Maybe.
View on race:
They are disliked by many, employed for their great use in trade of information and backwater groups even more. They're swindlers, they're thieves, they're burglars, they're even sometimes murderers. How can such a cute little form hold such a despicable carelessness for the sake of other races? Nobody knows, but they exist, and they're everywhere. Not in massive numbers, but they're there, you can bet yourself that. So the next time something of yours goes missing, blame a shiaah. It's a compliment to them that you'd think they managed it, even if they didn't. They'll take no insult of the accusation. They are very often seen as rude or blunt, as they can laugh at nearly anything, if they can find even the slightest hint of anything funny in it. And seeing as they care little for your "feelings" They aren't going to hold the phones just because the truth will make you feel like shit, and they'll be glad to call you out on your failures, or make an example of any failures you make.
Technological standpoint?:
They steal and pillage for their own benefit. Being masterful scavengers. There are a number that can run or splice nigh any technology, who can't even speak a word beyond some backwater variant of their home-language in a hard to understand stumbling parrot. They have little technology of their own, as they steal everything. Although there is the occasional invention by smashing things together in different orders to see what happens. Like combining human mass accelerators with hyper-cooling technology to further increase electromagnetic conductivity for 3 times the acceleration without any more energy required. Which they did when two races refused to allow access to each other after stealing both technologies.
A little about how they came to be, well, what they are I guess.
Long in their past they were simple predators, hunting in packs. Family groups that followed packs of their native to world herd animals around, and occasionally being eaten or killed by larger predators. A simple existance. Little intelligence disallowing them to develope beyond using their own body, sharp talons and claws, to hunt and survive. Nothing covering them. Until a race of.... Well... Some group showed up on world. Studying the animals, the on world life. And eventually testing genetic restructuring on this one such simple race of predatory animals. The end product was a more intelligent race of pretty much the exact same thing. Except now they could learn, and adapt, do much more than simply survive. And their first move with this newfound intelligence? Why. To steal everything their benefactors had of course, and after forcing them to teach them, kill them off. And what else would such a race do with such new technologies than use it to spread as quickly as possible. To learn as much, and as fast as they could. They were suddenly free, to go wherever, to do whatever. And so they went, they explored, they learned, they stole, they reproduced, they spread. They lived.
Homeworld:
Their home-world is classed as a desert death-world with little to nothing of benefit. Name only a string classification. Z9A296BFD76 or something similar. It's a sandy desert world with few stone or outcroppings to shape the winds that rush the planes, causing common dust and sand storms. There is really very little interesting about the world. Standard desert herd animals that feed on the water collecting bud-like plant-life, and raptor-like predators, with a possible supergiant predator being possible. (Now extinct due to Shiian mass killing of the beasts in a purge, being the only major predator of the Shiiaah on world.)
"culture"
Prior to the introduction of greater intelligence through genetic manipulation, there was little to nothing to speak of. Stick together, eat, reproduce, survive. Afterwards, they seem to operate as individuals, though willing to benefit others of their own race, they generally avoid benefiting other races openly. Things such as stealing, forced removal of possessions, and destruction of property are looked at with no negative light to it be them, it being a literal regular part of their life, living as if in a commonwealth due to such a thing. However things such as outright murder and violence to accomplish such things are looked down upon. Causing the death of others while stealing especially. Other portions of culture are already defined within the other sections.

I was thinking about suggesting a pirate faction and it seems like not even they would welcome this race.
Not everything in the universe is pretty. I'd love to see how you design races too. Heck, I like to see how everyone creates.

The Shiiah have been approved with the modification that their appearance throughout the galaxy be far less than it is described. They're only one species, you can't make then responsible for everything.

Anodynes: SILVER STOP PLAYING EVE ONLINE EDITION
The Anodynes originate from Zeti II, a planet rich in heavy elements due to it's proximity to the galactic center.
The biology of the Anodynes is rather odd. In addition to a carnivorous diet, they occasionally eat raw minerals, and rely on it. They eat through a lip-minimal mouth, which is almost invisible when closed.
They have two eyes, the white of which is the same color as the nearby skin, and their iris is non-existent, having only a pupil in the center. They cannot see reds or oranges, but can see some ultraviolet.
The cell walls integrate the raw materials they consume, but only specific ones based on their genetics, giving their entire body a florescent color. Any other minerals are injected into blobs of skin cells, seemingly also based on genetics, giving each Anodyne a unique pattern of encrusted rock. This behavior appears to have evolved to increase each cell's protection against radiation. Their bones are entire solid crystals of the same type their cells use, and give incredible endurance and heavy shielding to the marrow.
Their blood plasma is, near literally, a dense gas, with only minor inefficiency. This has led to the misconception that they are made entirely out of gas, leading to the species slur "gasbag".
They have no nose and do not rely on a sense of smell. They do not have external ears which are instead in a similar manner to aquatic terran mammals.
They share these qualities with all known species on their homeworld.
Wormhole FTL and You: Poking holes in the universe
Although incredibly useful, all natural wormholes are unstable, and appear randomly. The Anodynes solve both problems to create a web of transportation spanning their entire empire.
The first piece of technology is the Reality Borer. A large, curved plate of Zeniua-Boruim void-inufused alloy is attached to a special ship. By running electrical current through the plate, the Zeniua "locks" the space in front of the ship to the plate, and the Boruim allows the attached space to stretch and bend through the fourth dimension, like a real wormhole. By using mathematics to calculate when and where to release the space, where the space snaps to the other side.
The process is difficult. The Borer requires higher thrust the longer the the space stretches, and space is so resistant by itself that the shortest wormholes take a day from beginning to end to make. Even then, it must be stabilized.
Gate Rings are simple. By using the passive quality of void infused Follom, two gates at either end strech wider the wormhole, allowing ships smaller than the Ring to pass through a wormhole, as naturally they are too small to fit larger ships. A Borer can either start at a gate or the gate can be added later. One last thing must be done to have a permanent wormhole.
To prevent collapse by enough mass passing though the wormhole, another special ship travels though the wormhole, and distributes thin rings of Follom throughout the passage. The wormhole is now stable, allowing travel in hours.
A brief overview:
One or no gate, no rings: These collapse as normal. They're mostly used to bring the construction team to the other side.
One or no gate, rings: Absolutely useless and seen as a waste. They can only be traversed by Frigates, but you can do the same with not wasting rings, which are irretrievable.
Two gates, no rings: By allowing the wormhole to collapse, the gate can be reconnected to another gate, allowing low traffic systems to avoid having to build another one just to service another path.
Two gates, rings: Stable, solid, and permanent. The backbone of Anodyne transport.
There are various dangers to creating wormholes, which will be discussed later.

Very good! The Anodynes actually sound feasable now! And, I have to ask, when you say that they all life on their planet is the same... Please tell me they have a glowing cat-like animal.
The wormhole stuff is cool though due to the process involved, I can't see them asides from pre-existing ones playing much part in the RP, unfortunately.
Also, once again, probably irrelevant to the RP but the process of void-infusion sounds interesting.
