That is, if she enjoys RPGs like Earthbound or such. If she doesn't then no. and no i'm not suggesting it because it's the big thing, it's a good game, especially for people who like the MOTHER/Earthbound games
not the greatest game ever, but good at least. plus it's on sale for 7.99 right now.

Interactive novels lack failure states. Or consistent gameplay.

Undertale as a "game" is little more than an interactive novel that co-opts a few basic game mechanics for it's storytelling. There is no meat to the game except it's inventive storytelling.

Using your definition of an interactive novel, most every story-focused RPG is not a game, but an interactive novel. After all, most RPGs have far less interactive battle systems, with attacking/defending usually only being "press this menu option. You did it? Okay it put out this damage."
If you were talking about something like a visual novel or something like to The Moon, I would agree with you, because those are indeed interactive novels. Undertale isn't. It's a game. A game that primarily focuses on story, but it most certainly is a game.
But whatever, if you don't want to get your girlfriend a game she might enjoy (I don't know what kinds of games she likes, or if she even likes RPGs or anything) then that's your decision. I also think Terraria is on sale as well, not sure, not checking steam right now since it's compromised or something.

JRPGs being shitty aside Undertale uses everything as a storytelling element first and actual gameplay second, it's a creative blending of features but when the only mechanic making it truly unique as a turn based RPG is a bullet hell minigame in a window with a lower resolution than the original gameboy it gets difficult to credit the gameplay for anything other than being an ingenious storytelling tool.
Undertale is a solid 6 or 7 because again, it's very inventive and I respect that, but it has more in common with a good novel than a good game, it simply breaks the RPG mold so creatively that it overcomes it's lack of actual gameplay meat.

I'm not buying it for her because I've literally never seen her play a JRPG or interactive novel.

And that is a perfectly valid reason to not buy it for her.
