Don't forget that they didn't have enough jobs, so you were often "paid" to sit around at the back of the store and drink vodka all day. Alternately, it also meant that everyone had to go through required military service.
I have a friend from Estonia, ex soviet bloc. He was almost forced into required service, but they excluded him due to where he lives. There are literally no jobs where he is at still, so he's been living off of like 7$ a week essentially.
