Really, he is bright, but I wouldn't say he's a genius by any means, especially considering half of his work is plagarized.
He's just tall enough for it to be awkward, and he doesn't exercise a lot so he has the weight to match. He does have a wonderful white widow's peak and goatee going, so I suppose by supervillain standards he looks pretty good. He may act like a jackass, but he's really a big softy.

Tim wakes up, the last remnants of his dream fading. Still with the dreams..... He stood up, checking the time. His shuttle was slated to leave in an hour and a half. He grabbed the bag he had packed earlier, along with his regular belongings and his ticket.
[one long and boring trip to the shuttle bay later]
"Hey, are you the guy I'm supposed to meet?" Tim asked. Said guy was a middle aged looking man with a pale blue skin tone sitting at a table in front of one of the small food vendors in the bay, wearing a sturdy looking jacket that was too small for his rather large body. He pulled out a rag to wipe the sweat from his face. "Yeah, have a seat. I have a few things you might need." He places a suitcase on the table, opening it and turning it to Tim. Inside was a modified laser pistol, a switchblade, and a set of weather protection gear. "The gear should protect you from most of the wildlife you encounter-" He started before Tim cut him off. "Wildlife?? What do you mean, wildlife???" The guy gave Tim a puzzled look, before responding. "Did you ever wonder why the shuttle ticket was so cheap? It's dropping you off in a large town near the frontier, and as you know, the frontier is dangerous, hence the protection gear." He pulled out the rag and wiped his face again. "Anyway, as I was saying, the gear will protect you from the wildlife. The laser pistol comes equipped with both a semi-automatic firing setting and a full-automatic setting. Oh, and if anybody asks, you didn't get this from me." With that, he closes the suitcase, hands it to Tim, and walks off. Tim takes his new luggage and walks to the shuttle to board it.
