For comparison, the international space station orbits the earth around 7.5km/s.
12km/s would vaporize the bullet in flight, anything above 8km/s basically requires an ablative heat shield. Above 2km/s only special materials capable of withstanding the heat and pressure would be effective.
So you are kinda limited to 2km/s maximum, just to avoid having the bullets be melted by the friction of moving through the air.
Picking numbers for this, I'd say 600m/s for high rate bullet spray that way they are still flying supersonic for flight stability while individually fired sniper shots would be pushing the 2km/s materials barrier.
Though I could have insanely expensive bullets, but that negates the high RPM aspect...
