It's Monty Oum's (late Roosterteeth animator) pet project of sorts. He started it under the company and brought together a team of animators to make the RWBY IP, though I think he passed around the end of the first season so Roosterteeth has just picked up from all the notes and stuff he had on it.
I don't think it's trying to be progressive, rather Monty was only familiar with 3D animation. Before RWBY he did the animated fight scenes for Red Vs Blue in the later seasons and some other work, and before joining Roosterteeth he did some fan works like Haloid.
I haven't kept up with it either but to my knowledge there is nothing special about the scythe. The basic premise of the show is that there's evil bad monsters, and there's people who fight them called hunters or something like that. Hunters use special weapons imbued with a magical dust, meant to fit their fighting style. The scythe is Ruby's (the main character's) weapon, and I don't think there is anything special about it over the other weapons in the show except for the fact she designed and built it herself.
The show just takes place in a hunter training academy called beacon, where prospective hunters go to learn the trade. In their curriculum the students are broken into teams of four, with Ruby's team becoming RWBY (the initials of the four team members), hence the name.
