Using your definition of an interactive novel, most every story-focused RPG is not a game, but an interactive novel. After all, most RPGs have far less interactive battle systems, with attacking/defending usually only being "press this menu option. You did it? Okay it put out this damage." If you were talking about something like a visual novel or something like to The Moon, I would agree with you, because those are indeed interactive novels. Undertale isn't. It's a game. A game that primarily focuses on story, but it most certainly is a game. But whatever, if you don't want to get your girlfriend a game she might enjoy (I don't know what kinds of games she likes, or if she even likes RPGs or anything) then that's your decision.
