Also worth noting in Total War that Rome preserves local military traditions through auxiliary units, so while they have no mounted or even particularly good skirmishers themselves they can employ conquered camel archers, horse skirmishers, Germanic scout riders, Tarantine cavalry (I've hired those guys as mercenaries before, they are amazing horsemen), Cantabrian cavalry, Numidian cavalry, Parthian, Scythian, and Sarmatian horse archers, armored horse archers(!), and/or Thracian cavalry, depending on how much of the world they control.
Edit: they also have onagers that launch beehives at people.
