Because unlike the other two factions, They don't use a unit to start construction. Instead, skycranes drop it in from orbit. The only requirement is that you've seen where you've placed it, meaning you can drop it where no other faction can go.
The starting unit (in multiplayer and skirmish) is a dedicated scouting areal drone.
Two setbacks: They use solar power, so they must store it for use during the night. They also cannot modify terrain, so therefore must build walls powered by electricity, or build tunnels (at least in Escape from the Blue Planet).
However, neither of those setbacks prevent rushing to the enemy base, shutting him in with walls, building up a base and some forces, rushing to defense turrets, and basically reverse-turtle the poor soul.
I love it.
That's why I have alternative plan for difficult AI and real people: passive-aggressive reverse turtling. Throw down production as soon as possible, then research. Produce tons of units right outside their base, then once you have turrets, start spamming. Keep on the heat until they break.
And yes, walls completely break AI, although only when neither close to a enemy unit's start nor it's destination. Too close to either and the AI responds. Just right and they never move.
