I think for all intents and purposes, it is dropped. Ryuu has little to no interest in Starbound anymore.
That said, that doesn't mean Triage can't add things, addons can't be made, etc. As Starbound continues to evolve, I'm sure the Avali as a mod will too.
And, as already stated, many people here really don't care much at all about Starbound any more, and the ones who do care do so in a very negative way for the most part. Unfortunately, I doubt you'll find enough support here to get anything resembling an active server up and running.
Of course, I could be wrong. People here may be getting more interested again... Though if they are, they haven't said much on the subject.

Only for 2 1/2 of a thread, and even then, I can only handle so much of the Nexus per day. Half the stuff I found on there still make no sense. I need to make a guidebook to the Nexus. Yeah, that's a thing now. Im opening Notepad and am starting that... eventually.
