The task of making an audience care about a group of characters without any faces to show or lives to return to would depend entirely on their dialogue and body language. Restricting your character development like that for not only some, but effectively all of your characters does not bode well if you want people to care about them.
Additionally although RC pulled it off with the same restrictions pushing a game like that out with neither an established IP nor developer would be much harder.
