It wouldn't be so bad if I could at least shoot my arrows at them but they keep getting stuck on collision boxed that seem to apply only to arrows.

This apparently makes sneaking far better and more realistic (no more detection when you're behind an enemy and not making any noise , but easier to be seen if you're in a bright area and they're looking directly at you)

While your arrow problem is a thing that Skyrim has issues with at the best of times (I assume you mean arrows being fired and then bouncing off of an invisible wall) this doesn't fix that, however it should make aiming them a lot more tolerable.
Also if you're using a female character arrows apparently can sometimes be positioned wrong (dunno if it's just an animation thing or actually applies to firing them - could lead to issues maybe?) and there's a mod to fix that... But I can't seem to find it.
