Does it have to be a ring? We haven't canonically described it as a ring yet in the actual RP so it's not set in stone.
Also I have no idea what a Stanford Torus is anyway. Whatever, though. Umbra's decision.

Planet is on a weak section of spacetime allowing the portals to exist only there and in a few other rare locations.
A long time ago, when the portal tech was still being tested they accidentally opened up a portal into the core of a star, frying much of the planet's surface, but they've been working to fix it.
