When I got into the next building the hypersensitivity was fixed and it was easy to pick off the few guards in the area. Yeesh.
In the meantime try pickpocket a bow or a knife from the soldiers. Be stealthy, kill only if needed to kill.
I'm level 39, and no glass armor. That said, I use Heavy Armor so it's useless anyway, and my pickpocket skills are about as good as a rock's flying skills. So yeah I just ended up killing them all. Screw being a ghost, I'm a Vampire and I hate the Thalmor just as much as the other 99% of people in Skyrim. Stab 'em all! On another note, I found out why my sneak-attacks were doing nothing to certain guards. I found out the first 2 or so were level 4, while the rest were all between level 20 and 30, and my One Handed skill isn't too great.
So in essence, everything worked out... Except I'm still not sure what caused the loading-a-save-sends-me-into-a-floor-halfway-across-the-dungeon thing. Hope that isn't a sign my save is dying.
