I think I figured out the problem. The textures just take a few seconds to load in completely (for some reason, even though Skyrim uses 512x textures like the mod and they don't have to do that) and a mipmap problem was causing them to never load in completely. Seems to be better now, though I'm still seeing some cases of it it's less noticeable now...
...Still annoying though. What changed about this engine that makes it need 2-3x the requirements of Skyrim even with textures lowered to the same resolution it used? Bleh.
Jeese, it's not even the loading screen takes damn long to load, even navigating the save load menu is laggy as shit, but the good news is that I beat the main game so I can get back on my projects now.
Also it would be nice to be able to turn the night vision on night person perk off an command would be nice, have my optical sensors burned because of that in bright room/spotlights.
Also important note, cooking your meat on a cooking station is pretty important, it not just remove the rads penalty but sometimes gives you buff as well,
There was the occasional mechanian reentry jump, it was banned by high command and those who have no reason other than amusement did a reentry jump are immediately sent to court martial and denied of maintenance for the solar year.
I still missed the "patrolling the Mojave makes you wish for a nuclear winter' line
