It wasn't.
Undertale > Fallout 4 by a large margin.
Just so we're clear on that.
I will not be buying Fallout 4 until it is half price or less. As expected Bethesda released a buggy half-baked game that doesn't run right even on decent hardware and is outright unplayable on a typical system without extensive modding to fix all their blunders. Its plot alternates between non-existing and being totally forced in the most obnoxious of ways, and contains numerous glaring holes. And there is no thought to it all. Go to a place, clear a few traps, shoot some people, take the goods, move on.
They do not deserve people's money, and the game's reputation is purely because of its franchise being supported by diehard fans who will take scoops off the manure pile if you stick a Fallout 4 logo on it.
Undertale seems simple and even retro themed in some ways, but inspires a lot of thought and discussion about how the game's themes relate to the world we live in. Its priced low making it affordable, and I've not heard any complaints about it being laggy or prone to crashing- other than at plot events where the game crashes intentionally to make it scary.
