For one, it doesn't really matter when something happened. I could go give reputation to some of the first posts on the forum. If it's a valid reason, there is nothing wrong about it.
Secondly, I live in another timezone, so I can't always be here when something happens. I didn't actually bring it up again by posting a reply to it because, as you said, it was already resolved.
Besides, the "downvote for a downvote" thing is generally bad practice.
Not to say the name but we can all remember.
Also, rep really doesn't mean shit so we can ignore it.
