Yes it does. Microsoft has owned Skype for some time now, and routinely snoops on your conversations "for marketting purposes". Their terms of service also says that they will comply with any formal legal request to hand over data- data which they sample and keep for marketting purposes.
Thus in effect, Microsoft is 100% NSA-compatible, and all of your conversations taking place over Skype can be considered compromised.
Not only that, but Windows 10 does the very same levels and intentions of snooping into your files- your data, and this feature cannot be completely disabled unless you have bought the enterprise version.
Windows 7 and 8/8.1 need their automatic updates disabled as well. Microsoft pushed updates to them that make the telemetry functions much more active, enabling them to perform the same snooping. Tools to remove the offending updates exist online.

Did you not delete it?
I did, but apparently that wasn't good enough. So now it's gonna be looked over, and then it'll be decided whether or not I have to pay the fine, go to court, or none of the above. Apparently I'll have the results tonight.
EDIT: Just got an email, apparently its all good.
You got lucky if they are letting you off. They probably decided you weren't worth pursuing, and just rattled you up good before letting you go.
Don't get caught again, they get really harsh really fast on repeat offenders.
