Using your definition of an interactive novel, most every story-focused RPG is not a game, but an interactive novel. After all, most RPGs have far less interactive battle systems, with attacking/defending usually only being "press this menu option. You did it? Okay it put out this damage."
If you were talking about something like a visual novel or something like to The Moon, I would agree with you, because those are indeed interactive novels. Undertale isn't. It's a game. A game that primarily focuses on story, but it most certainly is a game.
But whatever, if you don't want to get your girlfriend a game she might enjoy (I don't know what kinds of games she likes, or if she even likes RPGs or anything) then that's your decision. I also think Terraria is on sale as well, not sure, not checking steam right now since it's compromised or something.
Undertale is a solid 6 or 7 because again, it's very inventive and I respect that, but it has more in common with a good novel than a good game, it simply breaks the RPG mold so creatively that it overcomes it's lack of actual gameplay meat.
That still doesn't justify calling it an "interactive novel", nor your refusal to buy it for her. If she isn't interested in it, that's fine, it isn't for everyone and is indeed great mostly for fans of JRPGs. Whatever, it's your money and your gift.
no rush for buying games anyways since there's no daily sales, too, so you can take your time figuring out what games to buy her.
