So I made a few changes to some of the characters in the XCOM2 character pool, you can view them here.
Basically during the age of the Star League there were more mech factories than sense, and so there were mechs to do all kinds of shit, riot control, fire fighting, search and rescue, mining, heavy lifting, demolition, general construction tasks, and yes, cattle herding. Of course most of these mechs were eventually drafted and refitted as combat units but for a time they were the latest big thing and there were more of them than was rational.
