Tornado Warning is when you need to TAKE COVER RIGHT NOW cause there's a tornado close by.
Tornado watch means that the situation is right and may escalate into a tornado, be prepared, tornado warning means conditions are absolutely right for a tornado to form and that you should at least be prepared if one does. There isn't an alert, to my knowledge, for one is confirmed to have formed and you need to GTFO, probably because they tend to move fast, are unpredictable, form fast, and can end just as fast.
See that's different from my understanding of it.
Tornado watch was that conditions are suitable for one but it hasn't happened yet, while Tornado Warning is that a tornado has been confirmed to have formed and is headed your way so take cover.
Usually tornado watches cover a fairly wide area along a storm's possible path, while a tornado warning is issued in narrower bands based on the predicted path of the tornado-producing storm system. Supposidly there's a hook shape that appears on radar when a tornado forms, and they can track this well enough to tell where it is and where it is most likely to go.
Some towns do have a siren that goes off when a tornado is close by, but when you hear these you have anywhere from a few minutes to perhaps seconds to seek shelter.
