Did you check the CPU compatiblity list.
I've had problems before where a CPU that should be supported was in fact unsupported without a bios update- creating a paradox where I needed a CPU that worked on it to get it to boot and install the bios update for the CPU that I want to use.
Also, it is possible you got a DOA board. Most vendors are pretty good about that.
