Its the strange and mysterious land inhabited by offshore servers, used by Americans and Europeans for things that would get them in trouble if those servers lived anywhere near their home countries. At times I've considered putting a server there to contain content that people might find politically sensitive or offensive. But I would just as soon not host such things to begin with.
I've always wondered why the Malaysian government didn't crack down on that sort of thing, but they might be scared of the economic impacts that doing so would trigger.
trust me if you're having a server here prepare for poor ping and massive packet loss, lost alot of multillayer games because of that, or illegal repetitive chinese ads for sites/forums/blogs
And yes, the 2.6 billion RM has become a running gag here now

Because it probably isn't that- that only happens a time or two a month at most and more likely once in a blue moon.
The real reason that the connectivity there is bad is because of DDoS attacks launched against servers residing there. Being a hotbed of illegal activity from the perspective of the rest of the world, there is no other way to dispose of a server containing something you don't like than to straight up shoot it out with a flood of traffic that it is unable to withstand.
All of these attacks going on at once means Malaysia's connectivity is constantly swamped to the breaking point, occupying almost all available capacity with saturation attacks round the clock aimed at the various illegal content hosted there.
It would clean up tremendously if Malaysia decided not to allow servers containing that sort of thing anymore, but again this would have a serious economic consequence as people currently employed tending those servers and their relevant infrastructure would lose their jobs. The country benefits from the regular infusion of American and European money into such things.
