I guess it keeps things fresh?Well I mean if we disregard how many times I just start over in XCOM2 you gotta remember XCOM practically dissolved after unification, everyone went their separate ways except for Bradford and Shen who organized a few scattered scraps of XCOM under the resistance until I returned. So basically Rommel comes in with nobody to vouch that the Ukrainian named Erwin isn't insane but me, and my blessing alone does not afford him the first hand experience with this shockingly different war to perform to the levels you might expect of him. He'll get there though, he's been promoted to Field Medic which puts him in competition with Charlatan but no Spartan is a match for Rommel himself.
If you wanna get REALLY weird it's canon that my "victory" in EW was all an elaborate simulation ADVENT put me through while they had me in a stasis tank, so Rommel has no business even existing.
