It's a lightweight chat client for desktop, mobile and web (can be accessed from your browser).
IIRC it's cloud-based and the client software is open-source. It has a nominal focus on security but I think that's up for debate - but it supports features like self-destructing chats, messages, and even user accounts and end-to-end encryption.
Other notable features:
-Bot API for chatbots etc.
-Sticker packs (essentially create custom sticker packs using any image that can be easily used like an emoticon by anyone)
-File sharing
-Inline support for various media (gifs, links, recorded voice messages etc.)
Your user account is tied to a mobile phone number (or more appropriately - it effectively *is* your phone number) meaning you can't use telegram without a mobile device as you are required to authenticate this during installation. Your phone number is not exposed to other people unless they add you using your phone number - you can optionally create a unique @handle to use instead.
