Honestly I'm trying to think of any singular game that still does that. A lot of DLC has been centered on the recent shift towards multiplayer games with a story tacked on, where the DLC adds little in the way of actual "meat" to the game, just multiplayer maps and a gun or two, whereas single player games that are heavy on DLC tend to be praised for the depth of their DLC. I guess Fallout might fall into your example since it is pretty lacking without the DLC.
