as for how dragons would work, they wouldn't just be painted as "hurr durr bad guys", it'd be a bit more like how fire emblem did it maybe. though also a little more peaceful as well.
essentially, Dragons where there in the world slightly before humans and all the other races, and when they saw all the other races become more and more advanced, they created and moved to a sort of pocket-dimension where all the dragons now live. maybe a few dragons left from that place due to one reason or another. maybe some were dangerous murderers and were exiled to the human realm as a form of punishment, maybe some just didn't like the peaceful life, and hunted gold and glory in the human realms instead.
this would mean that a lot of the people living on the world the players are in would be thinking "hurr durr dragons and bad guys", and most if not all the dragons you meet in the world would be a bit of a greedy/murderous asshole.
in terms of the Avali... where practically shit out of luck unless we make a race that is ascetically 100% like the avali, but work in vastly different ways. while i do find it quite commendable that you came up with a way to put them in, you're still missing what they would eat/drink and how they would breathe. not to mention that this place has magic and gods, which would break the laws of science in a instant.
anyway, we could, in theory, make a separate race, that are visually 100% similar to the Avali, only a bit bigger, built slightly less like a raptor (only slightly), and then have their own lore and such here. though doing this might defeat the purpose of roleplaying as an avali.
*throws the ideas everywhere hoping the Ryuu does not shoot me for them*
it's just with the way Avali are made as a race and all the very techno-themed lore surrounding them and how they operate, an Avali without it's tech, isn't much of an Avali. at least not the sort we know.
