As for power ideas:
Sensory tapping: It would be just below throttling, I'd say, as the new first invasive power, as it's a lot less... involved? Basically it lets the user see, hear, taste, touch, and smell what the person they link their mind to does. Of course, there's a range limit on the ability and it gets weaker far away, not to mention the obvious disorientation that would result from the bombardment of sensations from two (or more) bodies.
Sensory overriding: Not sure where this would go, but it's probably between throttling and control; basically it's illusions, making people sense things that aren't there, or not sense things that are there. Lots of focus is required, and the psion needs to think about whatever they're trying to get the other to sense, so it can't just be "worst nightmare", it has to be "giant scaly demon thing with fire" and even then the illusions will look out of place often, unless the psion takes into account the lighting in the room or the wind conditions, etc. Very involved process to make it look/sound/etc. real, and no illusion is perfect. Obviously works best when the psion has a good imagination.
Temporal throttling: A very high level skill that would allow the psion to mess with a target's perception or mental processing of time. While some alteration can be done with less training, it's listed as high level because to get any real useful difference. This could overclock the target's brain and make them process information faster (which would have a detrimental effect if done too long) or slower, making it seem like everything around them is happening far faster than it is.
Okay, first off, augments do exist in this universe, as uncommon as they are. Second, rules will be put in place to prevent people from starting out anywhere above the most basic skills. Expect lockdowns on presences above 1.0. And even then, very few people have ever reached 2.0. They all just stop at 1.7, since they have the presence to do all the skills already, can do them well, and see no point in trying to spend another half of their life to get a simple bragging right.
Did I mention that the amount of training to raise a single point rises at a linear but unfair rate?
A 2.0 is always nearing the end of their life at that point, meaning they are even more physically crippled than other Psionics, so while you might claim they could explode heads nearby, all it could take is a single rock hitting them in the head, and you get to watch the weakened skull turn to shards and give way to the best comeback of all time. "Matter over mind, bitch."
