*Don't expect every single character to get the O.K. to be 1.4. Because of the barrier cliff that is 1.0, there are very few Psionics and even fewer as you go up ranks. Don't even try two 1.4 characters at the same time, or even in a row.
Although, to note, one's Psi presence has a correlation to the average of your parents. This, by the way, allows for goverments/companies/drug lords on the scale of governments and companies to basically play Pokemon with Psionics if you're willing to go through the pain of raising a kid with 1.5 Psi packed into his/her brain. Just never ask how there always seem to be parents with good psi levels.
Also to note: Once in a blue moon, I might let a character above 1.4 in. But you better be prepared to play that part, because the repercussions of your psi powers will come down hard.
Speaking of which, could you go into more detail about the reprucussions?
"This [the psi number] can either be raised through years of training and/or psi use, or by invasive cybernetics and the complimentary chemical cocktails. Unsurprisingly, one raises your lifespan and the other drastically cuts it short."
What reprocussions face natural psionics who don't use cybernetic or chemical augmentation? Judging by the whole parent thing, too, I assume psionic powers are at least somewhat influenced by genetics?
