The randomization is meant to prevent me from having total control over whether or not a PC wins against an NPC. I don't want to feel like a dictator, but I don't want everyone to win every single battle. Thus, dice roll.
I would gladly take advice on physics and tech. Also, the Pirate Kingdoms are NPC-only, mostly because they're so well known for being cesspools that they can't do anything in Empire space, boss, pirate, or civilian. Smaller pirate factions who don't pop up on Empire radar don't have this problem, but they're basically Spacers anyways.
