Pretty sure Minetweaker can do that if you just flat out remove a recipie or if that isn't possible, make it so everything you don't want people to get is crafted with 9 bedrock.

Or just use the blacklist that the vanilla server has...
I found a tekkit classic server, might be something you guys are intrested in?
How about a terrafermacraft server?
There is a server, but last I checked it wasn't big enough for game serving. I've thoguht about upgrading it to one that can be used that way, just price tags...
Someday though. I do have a Factorio server running on my home LAN at least, but that game triggers OCD impulses so easily I don't dare multiplayer it with other people.
So I might consider doing something in the near future
