Is there going to be civilian life on the station?
Also, how orbital is it, how far from the planet itself?

(most stations are probably industrial. Orbit is poorly suited for long term living, but for industry it is excellent.)

I'm going to say a military presence could be a bit... I don't know... dangerous.

The presence of a military could help keep people from doing really stupid shennanigans, so it's not a terrible idea... If done right.

I second this idea. I dunno if I'm just out of the loop or whatever, but it doesn't make much sense to just have an orbiting space station there for no reason.

It could have been abandoned mid-construction. Perhaps due to a biohazard or just budget cuts, or it was simply too dangerous to work on, or a large scale solar flare occurred doing much damage to the station itself, I could go on like this for a long time.
Surge's idea actually is quite good, although Danu doesn't do well in urban settings I have others I could use instead.

They never really bothered to explore space, even though there's nothing stopping them from doing so, because they were too interested in exploring other universes.

(like I said cities being a thing isn't something we can avoid, but we can just not visit them)
A way we could work around it is by using, as I will say again, a barren, very heavily damaged planet, the remains of most life in the galaxy after a cataclysmic event yada-yada-yada. Point is, you could either be trying to recolonise the planet below or working/ living onboard the station/ city.
Whatever we decide on, as much people as physically possible need a way to be happy.
