And on the other side of things. A "wave array" system tends to work much faster and more efficiently than a noded "Carrier Pigeon" comms system as you've described. Allows relays to quickly spread the info between all connected arrays in a wave-like fashion as it is retrieved, without conflicting. Allowing for a constantly updating data stream at minimal upkeep cost. Of course personal systems and private systems obviously wouldn't be a part of the greater system.

I am making this more of the case in this version of the universe, where factions usually buy from companies (some who are allied with them, some neutral), and fund projects to allied companies to produce exclusive tech.

Yeah, my idea was kind of like a Kuat Drive Yards system, closely allied with the main government but pretty capable of overruling the faction.
Also, where will we be, what type of situation is the current area in, what kind of planets exist there?
