Dwarf Fortress has an interesting bug with loyalty. A very complex bug.
See, normally your dwarves will be members of both your civilization, and members of your fort (they are Civilians). Most people would think these are the same thing.
But when you order a squad to attack merchants from the mountainhomes, it causes them to become enemies of the civilization, called by players as Separatists. They follow your orders (being part of your fort) but will attack Civilians. If you order another, Civilian squad to attack Separatists, then they will no longer be loyal to the fort, but still be loyal the civilization, called Loyalists, who will not follow you orders and also attack Civilians.
And if you actually let either Loyalists or Separatists attack Civilians, then they will become Renegades, enemy to both fort and civilization.
All this is a bug.
