yeah, some satellites can orbit pretty low, especially weaponized satellites, as they simply HAVE to occupy the lowest orbit possible to avoid the keppler effect from obscuring their line of fire.

no it quite easily could. it's possible to hit something hard enough to transfer significant kinetic force without actually ripping it apart. mind you that'd make it a hellaciously tough satellite but it's not totally impossible to knock something out of orbit while it stays mostly intact.
