The only option for that is "okay either show the option to multiquote or don't". there isn't an inbetween.

If you don't show the option I don't see why it would stop you from just pressing quote on each you wanted to quote anyway.

if you press "reply" it opens up the full editor instantly, the reason it asks for confirmation on "quote" is so you can quote multiple posts.
and why would I do that? The editor here has rich text, I'd rather not go to another page to reply if I don't have to.
Also, you could quote multiple posts just fine without the message. I really can't see any reason why it's useful but whatever.

So basically I couldn't click the quote button on Post A and then click the quote button on Post B and have both of them appear in my post so I can reply to them?
Does pressing the second button make the first quote vanish from your reply box or some nonsense?

quote selects a post to be included in a multiquote.
reply takes you to the full editor, loading the selected quotes to be replied to.
It might be possible to get a full editor on the full reply page, but to do it in the quick reply is going to take a lot of customization it seems.
