Because if so, then everyone at this point will be included, without having one persona take on three character costs.
[Of course balancing the actual payment to flat 13's, and having one give a fourteen or whatever will be easier than the exact number owo;;;]

Well after taking a 15mph corner at 35 I drove into the worst rainstorm I've seen in awhile. The wipers couldn't go fast enough to keep my visibility above decent. Anyways the storm only lasted for about a mile.
