I can't speak for how ehks plans to run things but I honestly would be surprised if we don't remain ridiculously lenient for offenses, but if you abuse that leniency to become a repeat offender you will not be getting much mercy.
accidental repeat offenses and intentional repeat offenses are very different.

Cities of tomorrow delivers with elevated magrails, towering skyscrapers and modular arcologies linked by elevated magroads, as well as a general thematic shift, drones providing services such as firefighting and law enforcement, and vastly more efficient and cleaner industrial utilities.

I prefered the dystopia thematics of SimCity societies actually. Societies was a very shallow city builder with a large variety of thematics as it's only feature though.
