America isn't a dictatorship it's a capitalist oligarchy.
Call it whatever you want; most of the politicians are still idiots.

So pull over, jam a board between the bumper and the tire, and grow a pair by bending the bumper by brute strength back away from the tire.
If you leave it rubbing it will eventually cut through the tire, leaving you stuck somewhere with a flat.
Also, Steam not allowing gifting in or out of certain regions is not new. Its because of export controls on certain technologies, they are simply complying with federal and international trade restrictions.
Oh and one more thing. Managing servers is no picnic. You don't get weekends or holidays, because the server could go down at any time and you are expected to fix it asap.
Fortunately no damage this morning, just something overloading the CPU. I've stopped and restarted the usual culprits, but if its someone being an ass with ion cannon it'll just happen again when they notice I'm back online.

You have not only explained a few things I already know you've totally missed the context of the situation.
I OF COURSE immediately checked what could be forced on the side of the road, which was nothing, and then I had no choice but to get back on the road because this was at the start of a nearly 2 hour drive that could not be avoided because I didn't have the provisions back at home to stay for another day or two nor did I have the tools to fix the bumper immediately at home.
The car is technically still mobile as the highway has very few sharp turns but until I am able to diagnose the damage more in depth and appropriately repair it I will not willingly drive it anywhere.
