Black seems an obvious base color, so we'll start with that on a typical navy officer's uniform; dress pants and coat of prescribed color and white undershirt barely visible at the collar.
No medals or rank insignias, as Surge is not formally associated with any military.
Definitely shoulder pads, or epaulets or whatever word I'm thinking of, they generally serve to "square" your shoulders and that tends to wind up looking good for most dress uniforms. So the shoulder-thingies, heretoafter referred to as epaulets, will have a thin gloss gold outline, no tassels or anything, Surge isn't one to understate his position. On top of the epaulets the flat surface will be gunmetal grey with a 1-inch wide light blue stripe, as light blue and white are the most common Tecarian "parade" colors, and the grey seems like a good compromise to white so as not to create too much contrast with the black.
The blue stripe will continue down the sleeve and terminate into a 1/2 inch ring at the end of the sleeve, the thin gold outline will follow the stripe down and decorate only the top of the ring.
The gold trim will also be present to outline the coat collar and the visible front edge of the coat.
The coat will button up with the buttons being concealed under a layer of fabric and remain tucked in.
The belt will be black, to blend with the pants, with a primarily silver buckle with gold trim.
The 1 inch light blue stripe will run down the length of the pants, with it's trailing edge being the pant seam, it will terminate in the same way as the sleeve stripes and have the same outline.
Dress shoes will be standard.
Hat will be a standard captain's hat, you know what I'm talking about, short bill, the top is ring shaped and this ring causes the actual top of the hat to protrude, usually has some insignia on the front, anyways the hat will be black because we've got a theme of muted colors with parade light blue and gold trim as the contrast damnit, then on the front there will simply be an imperial insignia, I'm not sure what to do with the rest of the hat though I'll be honest.
