To employ an analogy here, let's think of the forum as a shrubbery, it will grow, sure if we do nothing it'll go out of control and very likely hurt itself or eventually be culled by natural selection, so what we've done is we've put it in a cage where it can't grow at all, while it certainly can't get itself into trouble inside that cage preventing it from growing at all is a bit of a problem in it's own right, pruning it periodically to keep it all nice and tidy is more work but will usually result in a much better shrubbery than if you just put it in a cage where it can't grow and get all unruly.
