I'm not sure, that sounds more like a giant eraser(or the eraser end of a pencil) than a brush, cause you know it erases stuff

I'm 99% certain you can use paypal with a prepaid visa card (I seem to recall doing it before) which you can buy at pretty much any kind of supermarket/petrol station etc.
Basically every artists ever uses paypal so, yeah... (though I appreciate that doesn't solve the no money problem, an actual payment method should be trivial)
