yes and no, he may ave missed things but i don't believe that even with these things he was allowed to act, i'm sure he wanted to and i'm sure he didn't want to ban you, i think he may have even done small things he isn't supposed to but they left him with nothing to build upon. i believe he tried, but it was a futile effort that he was bound to lose.
